How do I use a an english correction bit with a port and dee ring with hooks on the side.?

I'm not sure about the hooks on the side, are they used to hook to the bridle, this doesn't look quite right to me when I put it in his mouth, and he's playing with it a lot, also how tight should it be is it still a 3 wrinkle rule with this type of bit.

You hook the bridle and the reins to the hooks. The idea is for it to act with leverage. You go a little looser (maybe one or two wrinkles) to allow for this leverage affect.
